What is VINIMAY?
VINIMAY is the name of the new digital platform, the Land Port Management System (LPMS) of India, developed by Kale Logistics Solutions for the Land Ports Authority of India (LPAI) under the Ministry of Home Affairs. Launched on 10 June 2026, VINIMAY is a unified technological environment designed to ensure coordination and consolidation of activities across all land port entry points in the country.
- It brings land border trade and security systems on a par with state-of-the-art systems already deployed at major airports and seaports by incorporating cargo tracking, passenger registers, vehicle processing, customs documentation, slotting, gates, payments, and analytics all under one platform.
- The system will cover over 90% of physical documents at land ports, drastically reducing truck wait times and dramatically cutting down gate processing time. With 90% paperless transactions through digital processes, VINIMAY seeks to ensure a smooth flow of operations at borders, airports and seaports.
- It will also provide the mechanism for real-time sharing of logistics and compliance information among border guarding forces, customs, immigration, and other central authorities, ensuring an efficient, transparent, and secure system for cross-border trade and regional connectivity.
- The Union Home Minister of India, Amit Shah, formally inaugurated the VINIMAY land port management system in New Delhi. In this regard, Shah referred to the platform as a crucial stepping stone in the process of creating a border management framework based on technology that facilitates trade, enhances security, and is in line with India’s future vision, ‘Viksit Bharat 2047’.
- Shah further talked about how land ports have been a major factor behind the transformation of the country during the last 12 years. Further, he stated that the trade value through land ports has risen from Rs. 5,000 crores in 2014 to Rs. 83,000 crores at present, which is an almost 16 times increment.
- Currently, 15 land ports are operational, and 11 more will be operational within the next two to three years.
Distinct Features of VINIMAY-
LPMS VINIMAY digital platform is developed to enhance the border functionality with the inclusion of technology. These are the features that will help to facilitate operations with the digital process:
- Reduction in Paperwork: VINIMAY will result in an almost 90% reduction in paperwork at land ports, turning conventional manual procedures into efficient digitised ones. The Single Electronic Window for users will facilitate information exchange among the border guarding forces, regulatory bodies, and central authorities.
- Integrated Digi Platform: VINIMAY brings several stakeholders on a single integrated platform, unlike other techniques that have been implemented separately by different agencies, promoting seamless communication and preventing duplication of efforts.
- Real-Time Data Exchange: Agencies authorised to use VINIMAY can share logistics and regulatory information in real time. This helps in making sound decisions and avoiding delays. VINIMAY facilitates real-time logistics and regulatory information exchange, ensuring transparency and accountability in operations at the land ports.
- Integration with National Digital Platforms: VINIMAY is structured in such a way that it can be integrated with significant logistics and government portals like ICEGATE and the Unified Logistics Interface Portal (ULIP).
- Efficient Operations: VINIMAY brings end-to-end digitisation solutions, which include:
- Slot Booking & Management
- Real-time monitoring of cargo and trucks
- Single Window Clearances
- Unified Payment Solutions
- Streamlined Border Crossings
- Faster Cargo Movement: Digitised processes will minimise wait time for trucks and expedite clearance through borders with a 40-60% reduction in gate processing time estimation and 22-35% cargo waiting time.
Features of the LPMS Digital Workflow System offer:
- Cargo, Passenger & Vehicle Registration
- Slot Management to facilitate efficient gate activities
- Gate Activities through automated processes
- Management of business activities
- Customs Filing capability
- Resource Allocation & Tracking
- Integrated Payment Systems

Advantages of the New Land Port Management System: With the introduction of the new LPMS,
- Government Agencies: VINIMAY ensures effective coordination among different groups, including customs, immigration officers, border patrol guards, and others who deal with the management of land ports. The timely availability of data will help enhance the capabilities of coordinating with each other and increase the efficiency of border security operations.
- Businesses/Industries: Exporters, importers, logistics providers, customs clearing agents, and transportation companies could gain from VINIMAY, boosting the logistics sector by:
- Rapid customs clearance process.
- Saving on documentation expenses.
- Increased visibility of shipments.
- Transit time predictability.
- Minimised checkpoint delays.
- Private Operators: As a neutral and open system, VINIMAY offers efficiency to private operators of logistics services, truckers, and cargo management. Increased efficiency results in lower costs.
- Travellers/Passengers: The comprehensive digital solution ensures the smooth passage of travellers/passengers across the land ports.
Strategic Importance of India’s Border Trade-
- Smart Border Initiative: VINIMAY forms a significant part of the Centre’s multi-point Smart Border initiative that highlights the emphasis of the government on improving trade facilitation, connectivity, and border security. It marks the first major milestone in India’s effort to move toward advanced border management.
- Enhancing Border Trade: It aims at minimising the dwell time and lowering costs involved in trade transactions while facilitating trade and promoting cross-border interaction among people. VINIMAY assumes great significance, especially in India, where many land ports are engaged in the transport of voluminous cargo between neighbouring countries.
- Border Management System: LPMS will facilitate real-time information exchange between agencies like ICEGATE (Indian Customs Electronic Gate), MVs, CBIC, BSF, DGFT, UIDAI, ULIP (Unified Logistics Interface Platform), and the ecosystem of motor vehicles through a single platform.

Conclusion-
Lastly, we conclude that VINIMAY, India’s brand-new LPMS, marks an important landmark on the path towards the modernisation of India’s border infrastructure. VINIMAY’s integration of electronic cargo clearance, management of passenger traffic, document management, and coordination between different stakeholders is believed to cut down delays, increase efficiency, enhance security, and improve the facilitation of business. As India continues to develop and introduce modern solutions for smart governance and digital public infrastructure, VINIMAY is likely to become even more crucial in facilitating India’s land port activities.
